Back to the drawing board on Wassenaar

WASSENAAR, WASSENAAIN’T — An international summit is taking place this week in Vienna, where the United States is set to advocate renegotiating export controls that provoked widespread fears they would cripple the American cybersecurity industry, multiple sources told MC The State Department has been very secretive about the discussions, the sources complained, and Foggy Bottom didn’t respond to requests for comment about when the talks were even happening. The discussions center on the Wassenaar Arrangement and its export controls on “intrusion software.” When an uproar emerged last year over U.S. enforcement of the restrictions, State initially wanted to revise its approach to implementing Wassenaar rather than take the agreement back to the 41 countries to renegotiate. But after other departments, industry and Capitol Hill revolted, State agreed that it would begin renegotiating the controls this month with the aim of getting changes onto the agenda for the December plenary session.
