Senators Introduce DHS Cybersecurity Bill to Protect ‘Dot-Gov’ Domain

“By enacting this legislation, DHS will be in a stronger position to detect and reduce the likelihood of other cyberattacks like the ones we saw at OPM”, Sen. She had made data of 22 million Americans vulnerable. The attacks prompted calls for improvements in the protection of government systems.

“This cyberattack points to a broader problem”, said Republican Sen. Congress passed the Federal Information Security Modernization Act of 2014, a FISMA update, in December that automated security tools for continuous diagnostics and monitoring, and gave DHS its role as overseer of dot-gov cybersecurity. Currently, the DHS needs permission from government agencies to monitor their networks and deploy countermeasures to block malware. “This attack was a stark reminder that our adversaries are increasingly turning to the cyber realm and we must make certain that the Department of Homeland Security is empowered to deploy effective tools in the.gov domain to ensure that government agencies are properly protected”.

Warner said the intention was for the DHS to protect “dot-gov” web addresses the way the National Security Agency protects “dot-mil” military addresses.

The senators view their bill as an amendment to another cyber security measure making its way through Congress that extends liability protection for companies sharing information on cyber attacks.

Sponsoring the bill are Sens. Susan Collins (R-Me.), Mark Warner (D-Va.), Dan Coats (R-Ind.), Kelly Ayotte (R-N.H.). A good policy to implement however, it remains vague how the CSIA will prevent another cyber attack on the federal government. Furthermore, the CSIA is, at best, a piecemeal fix at a time when comprehensive reform is desperately needed.
